The City Council of the City of Ljubljana (COL) is the supreme body that determines all matters in the framework of the rights and obligations of City of Ljubljana. It has 45 members who meet in regular, extraordinary and gala meetings.
Competences of the City Council:
- to adopt the Statute, decrees and other acts of COL,
- to adopt spatial plans, spatial executional acts and other plans for MOL’s development,
- upon the proposal of the Mayor, to adopt the budget and close the accounts of COL’s budgets,
- upon the proposal of the Mayor, to determine the organisation and working areas of the City Administration,
- to give assent to the transfer of duties from State competences to COL,
- to confirm mandates and determine the pre-term end of mandates of officials,
- to appoint and remove from office the presidents and members of commissions and boards of the City Council, the president and members of the Board of Management and the president and members of the Electoral Commission,
- upon the proposal of the Mayor, to determine the areas of work and professional carrying out of the functions of Deputy Mayors
- to supervise the work of the Mayor, Deputy Mayors and the City Administration in terms of carrying out the decisions of the City Council, to execute founders’ rights towards public institutes, companies, funds and other organisations, should the execution of certain founders’ rights not be determined otherwise by law, by this Statute, founding or other act of the City Council,
- to appoint and remove from office representatives of MOL in the Co-council of the leader of the State Local Administrative Unit,
- to appoint and remove from office members of the Council for the protection of users of public assets,
- to adopt the annual plan of sales of financial assets and the annual plan of acquiring and managing the real estate assets of MOL. It may also determine that the annual plan of acquiring and managing the real estate assets of MOL under a certain value be adopted by the Mayor,
- to determine the legal transfer of the real estate assets above the value of €2 million,
- to determine long-term indebtedness of COL for investments,
- to give assent to the indebtedness of public companies, public institutes and public funds of whom MOL is the founder, except if otherwise determined in the act of founding a common body,
- to act as guarantor for the fulfilment of duties of public companies, public institutes and public funds of whom COL is the founder,
- to determine the methods of management and husbandry of COL’s assets
- to determine other matters as set by law, this Statute or other regulation and matters for which no other body has authority,
the City Council has its own standing orders, via which it regulates the methods of work, the decision-making process and its relationship to other bodies of COL in more detail.
The City Council is made up of 45 members – city councillors, who are elected into the city Council on party lists and are the lawmaking body of COL. The councillors have rights and duties determined by law, Statute, standing orders of the City Council and other acts.
Standing commissions
The City Council may set up commissions and boards, which, in the framework of their working area in line with this Statute and the standing orders of the City Council, deal with matters within the competences of the City Council and put to the City Council opinions and proposals.
The commissions and boards of the City Council may propose that the City Council adopts decrees and other acts within its competences, other than the budget and excluding the closing of the final budget and other acts for which law or this statute determines that adoption is by the City Council on the proposal of the Mayor. Members of commissions and boards are appointed by the City Council from among its own members, but also from among other residents of Ljubljana, up to a maximum of half of the members. The work of working bodies of the City Council is led by a member of the City Council as president. Members of a commission or board may not be members of MOL’s Supervisory Board and may not work in the City Administration.
Boards of the City Council

Other bodies of COL
Other bodies of COL are founded on the basis of special state regulations and regulations of COL, which also determine their competencies. They are appointed by the City Council of COL.
